Pest Problem

My desktop PC (Windows XP SP2) will not connect via DSL at
all. It shows in the taskbar that the LAN is enabled at
100 mbps however, I am unable to connect to the Internet.
I know my DSL connection is good because when I plug the
same cable into the laptop it works fine.

Prior to my connection problem, I was receiving popup
after popup on my desktop PC whenever I would get onto the
Internet. I ran adaware, spybot, and Norton (I have the
latest virus definitions) hoping these would resolve the
issue. Although the pesky files were removed, they seem
to come back after surfing the net. I am not sure how to
rid them completely. If I have to, I would be willing to
remove everthing and start over. Could someone please
advise on what I can do?
