Personalized menus stopped working

I used Ace Utilities to "Erase my history" and one of the option is
"Remove all Start Menu Click History". This is supposed to reset the
personalization of the start menu but since then all entries display
every time. I am using "Classic Start Menu" and the "Use Personalized
Menus" option is checked. I've turned it off and on to no avail. Menus
do not personalize anymore. Any suggestions? Running XP Pro.
 
See if disabling the option "Remove all Start Menu Click History" in Ace
Utilities helps.

I did that. Not that it matters, I didn't use Ace Utils again anyway.
Any idea of how long it takes before menus start personalizing again?
For now, every entry shows every time. I am wondering if Ace Utils
deleted some registry keys. In fact, I know it erased at least one:
under
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer
the IntelliMenus D_Word entry was deleted. I added it, set it to 0
(default) but still no personalized menus.
 
See if there is a value named "NoInstrumentation" in the following keys:

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer
HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer

If so, delete the value from both the above locations.

Thinks. I decided to go back to a system restore point prior to
installing Ace Utils. It's all good now.
