No personalized menus in Start Menu & Favorites

Although I have enabled personalized menus both in my
(classic) start menu and favorites menu, I still get shown
all the items in these menus. I really don't know what
could be the cause, as I have recently reinstalled
Windows. Is there be some registry key and/or hidden file
that could have been messed up while I was copying over my
old start menu and favorites shortcuts?

You have to wait a while.

Now, are you sure? It used to be that if I clear the
program list in the Start Menu preferences, my start menu
would go back to showing absolutely nothing but the expand
arrow, as it would reset the personalized start menu.
Should not doing that now reset it to that too? (And how
would I reset the Favorites menu to see if it works
there?) Seems bizarre for it not to do the same now. And
how long would I have to wait, to test your theory?

About three days from memory. All show till hidden on a clean install. Plus you have to use the menu.
