Personal v. Private message sensitivity

Does anyone know what the difference is between personal, private, and confidential message sensitivity is? I know if a message is marked private any delegates to the sender's mailbox are not able to view the message, but I can't figure out the difference between confidential and personal. Thanks!

There really isn't any difference except the stamp that the different
sensitivity settings put on the message. Only Private does any blocking.
