Tried configuring inbox to deliver directly to personal folder in latest microsoft outlook in XP but does not work

In Microsoft 2000 - I configured the delivery of mail to send to personal folders after selecting tools options
create personal folders

However, In Microsoft outlook 2002/03 in XP machine, there was no such option when I click on the icon tools

I can't even create a personal folder the way I did earlier

Tools | E-mail Accounts -- The dialog where you modify email account
settings also includes a drop-down list to set the default delivery
location.
