permissions

Recently I had a hard drive start to go bad. I got a new hard drive and had
the old one ghosted to the new. Now that that has been completed some of the
programs will not allow the user to stay in them. When going onto the
internet the webpages show up as blank. The user has supper user rights, the
only way that I have found around it is to give them admin rights. With
admin rights everything works as it should.

I do not want to give admin rights to everyone that needs to use this
computer. If anyone knows what direction I should take to correct this
problems please let me know.

I have not been able to find anything on the internet that addresses this
issue. I feel that it is something in the registry but I am not sure where
to begin.
