I would like to take everyone from the C$. What group I
should add so all the applications are still available
and no restriction are enforced

By default the everyone group has read and execute rights on the C drive
itself, however the C$ share (the default admin share) is hard coded to
give only administrator rights. There should not be any reason why the
everyone group is in this share as the share is not user modifiable and in
reality should never be modified.
