permissions to install a COM add-in in Outlook 2007

I downloaded the example on how to build an Outlook 2007 Form Region with a
managed Add-in. It builds and installs successfully to an account with admin
rights.

Is it possible to install the add-in to an account without admin rights? If
yes how?

Just to make clear what my request is: I want to create/develop a similar COM
Add-in that gets installed to an account without local admin rights.
