Permissions tab missing / Please HELP!

The permissions tab in my Outlook 2002 is missing, and
when I try to install SCRPTXTN.ECF going through: Options
and Add-in Manager, I see the Exchange Extensions Property
Pages marked, but I can't install the SCRPTXTN.ECF (as I
read I should in the Microsoft Knowledge Base). I "see"
the file and several others inside the Adding folder, but
I can't Install them. When I click the Add-in manager pop
out nothing happens and the file does not install.

My outlook is part of the Microsoft Office 2002 that I
have installed complete with Front Page and the SP-2
service pack, and although I tried Several times removing,
reinstalling, and reading all the Microsoft bulletins and
tips I found searching everywhere, I can't use Outlook
2002 to manage my e-mail and my contacts, as I don't have
access to the permissions folder.

I'm running Windows-XP professional with SP-1, in a
Pentium-4 / 3.00 GHz with 1.00 GB of RAM, and I'll
appreciate any help regarding this problem.

BTW: How can I read this newsgroup in my Outlook Express?
What are the settings to add this newsgroup server to it?

Are you on a network? And if so, what permission level do
you have? If you are not an admin level usaer, chances
are you can see the files but cannot use them or add
yourself to them. You might be able to make yourself
admin on the box buy going start....run...mmc....add snap
in...local users and
groups....groups...administrators....add...YOUR USER
NAME...ok.
Be aware though, you cannot do this unless you have
sufficient permissions.

I'm in a three computer home network that I built, all of them
are running Windows XP Professional, and they are part of a Workgroup
I call "Homegroup".

My wife and I are the only people using the network, and I'd like
to have full permissions in all the PCs, so I can modify and do all
the settings I want.

I just run the "mmc" as you suggested, and I see only a folder named
"Console Root" in the left window. In the right window it reads:
"There Are No Items To Show In This View".

This is new and very confusing for me, so I'll appreciate if you can
tell me what should I do next to gain complete and unrestricted
permissions in all my machines. Meanwhile I'm printing some help
topics related with the MMC and snaps-ins, but I see too many chapters
there, and I just need to modify the ones related with my "Homegroup"
small network.

BTW: When I right click in "My Computer" and then "Computer Name",
I see this:

*Computer Description: Silvie3G

*Full Computer Name: Pent3ghz.

*Worgroup: Homegroup.

And under: "User Profiles", I have just one line that reads:
"Pent3ghz\Silvie3G".

Seems like I'm the only one, and I assume I must be the administrator,
the one with unrestricted permissions. Am I right?

Should I rebuild my "Homegroup" network applying different settings?
Did I do something wrong when I installed Windows XP using just
a single name/user?
