Permissions sets for users WinXP Pro, SP2

Is there a place in Windows XP Profession with Service Pack 2 that I
can set permissions on a user by user basis?

For instance, I might like to have a user, say User2 that has an
account on my computer but I do not want that user to be able to login
over a network. Is there a way to select User2 from a menu and
disallow certain abilities like the ability to access the system over
a network or print?

Does this help...

Start | Run | Secpol.msc
Security settings
Local Policies
User Rights Assignments
Dbl-click "Deny Access to this computer from the network"
Click 'Add user or group'
Click 'Advanced'
Ensure Object Type is 'Users or Built...'
The location will be your PC.
Click Find Now.
Select the user account you wish to block.
OK your way out.
