permissions propagation on an ntfs volume

Is there a way to assign a user or group (such as the
local administrators group on a server) full rights to
all files and folders in a volume, without affecting the
other permissions in the volume? Many folders have "allow
inheritable permissions..." turned off. Maybe there's a
third party product that can handle this?

Security explorer by small wonders is a wonderful product to do all sort of
stuff with permissions. Like applying, revoking and modifying permissions
without touching other permissions. It lets you remove unknown sid etc....
