Permissions of sharing to the local Users group

Is there any way to give permissions of sharing to the local Users group o
any other group?

For security reasons, I can't use the Power Users or Administrators.

Because these groups have to many permissions.

That is not possible. A user must be an administrator or power user to
create network shares. It is best to create shares for them that you
authorize and then you can make sure that share permissions are not too
liberal. Unauthorized shares are also a "security reason" that regular users
can not create shares. --- Steve
