Permissions not working on Shared Folders in Windows XP

I have two windows XP computers that are in a workgroup. I have enabled
Advanced File Sharing on both computers.

I have added a user account to Local Users on each computer for each user
accessing the shares. (When I do this all I can add is the local user
account, I.E. Das\Debbie Spirio). This does not seem like it would be
sufficient to grant access as the server computer does not recognize the user
account (I.E. Gjs\George Spirio). This seems to be the issue. I need a way
to create a user account that I can log on to the shares with that the server
computer will recognize.

When I go to set permissions on the shares, I can add the local user to the
share but when I try to log on to the share from the other computer, I am
getting an Access it Denied message. However, when I add the group
'Everyone' to the share, I can log on.

I really need to set permissions on these shared folders so other
departments cannot access them. Can anyone help with this issue?

In a workgroup, it's only possible to define access permissions for a
local user account. Create matching user accounts on both computers,
with the same user name and password. Then, for example, Gjs\George
Spirio will be the same user as Das\George Spirio.
