Permission problems with Norton AV 2004

I've have XP Pro and installed Norton AV 2004 Pro. Whenever a limited user account logs in, they get the following warning in a dialog box:

"Norton Antivirus Professional is not complete. You must have
administrator privleges (sic) to complete the configuration using the
Infomation Wizard."

I've been back and forth with Symantec and they now claim that it is a problem with XP and I should contact MS about it. While I disagree that it is a problem with XP, I'm hoping that someone on this board have some ideas on how to fix the problem. The rest of this message describes additional info that might be helpful in diagnosing the problem:

-I previously had Norton AV 2003 and did not have any problems.
-I get the same behavior on two different machines manufactured by two different manufacturers (HP and Dell) and running two different copies of XP Pro (OEM and purchased).
-I have worked with Symantec to "clean" re-install and to set the "users" and "power users" permissions to full for the folder that contains Norton AV 2004
-I do not use simple file sharing (turned off)

Any ideas would be greatly appreciated...

....etc etc

This message dialogue is not limited to Norton AV 2004, I have the
same message dialogue on Norton System Works Pro on an XP Home OS.
Prior to getting this message though, NSW wanted to run an
installation process on each new user account before opening the main
NSW menu window. It is possible to cancel the installation and NSW
opens regardless.

The impression I have is that NSW is getting stuck in some kind of
loop between Installing and the following step ie Activation, but
because I had already activated tbe product from the administrators
account, NSW is first checking to see if it can run the "Symantec
Information Wizard" (which it can't on a Limited User, hence the
warning dialogue) and then deciding after NSW is running that it
doesn't need to activate so doesn't proceed with the Symantec
Information Wizard.

My guess is that there is a flag somewhere that is telling NSW to
carry on checking the Account Type which just needs to be set to no!

Any thoughts and suggestions would be greatly appreciated.

Same issues different version ( here is the FIX)

My problem was with Norton Antivirus 2006 and Norton has a fix on their web site.

http://service1.symantec.com/SUPPORT/nav.nsf/0/b2ad820364b3ebab88256e620064ddfb?OpenDocument

(it looks like the the Cfgwiz.exe was stuck in the RUN during the install because it's because fin just popping up the message ) you just need to clean up this in the registry. ( Instead of changing the account to be an administrator and then back to lesser user i did a RUN/AS on regedit. (obviously you need to know the computers administrators password )

here is whats on Symantec's web site incase the link goes away
-----------------------------------------------------------------------------------------
Add administrator access to all users
Follow the steps in the following section.

To add administrator access to all users

Log on to the computer using an Administrator account.
Update the permissions for users with limited access so that they have administrator access.
Log on as the user who was seeing the error (and who now has administrator access), and continue on to the next section.

Remove the leftover Norton AntiVirus registry value
Follow the steps in the following section.

--------------------------------------------------------------------------------
WARNING: In the following section, we strongly recommend that you back up the registry before you make any changes to it. Incorrect changes to the registry can result in permanent data loss or corrupted files. Modify only the keys that are specified. Read the document How to back up the Windows registry for instructions.
--------------------------------------------------------------------------------

To remove the leftover Norton AntiVirus registry value
Exit all open programs.
On the Windows taskbar, click Start > Run.
In the Run dialog box, type

regedit

In Registry Editor, in the left pane, click My Computer.
On the Edit menu, click Find.
In the "Find what" box, type

cfgwiz.exe

Click OK.
The value can exist in one of the following keys

HKEY_LOCAL_MACHINESOFTWAREMicrosoftWindowsCurrentVersionRun
HKEY_USERSSoftwareMicrosoftWindowsCurrentVersionRun

will appear as a numbered folder, starting with S- (for example, S-1-5-2-17085534892-2353568939-43959049899-1000).

In the right pane, select the value:

Cfgwiz.exe

On the keyboard, press Delete.
Click Yes to confirm the deletion.
Press F3 to search for the next entry.
Repeat steps 8-11 for each entry.
Continue until you see the message "Finished searching through the registry."
On the File menu, click Exit.

At this point Norton AntiVirus has been installed and should be running correctly. If you want to restore your computer to the original user permissions, go on to the next section. If not, then you have finished with this procedure.

To restore your user settings to limited access
Log on to the computer as the original Administrator.
Change the permissions for the users back to the limited access that they had originally.

-----------------------------------------------------------------------
BTW typing the entire message you get in Norton's search will bring back an answer better than talking to there tech support/ because that's all I think their tech support does..;)
