Permission Option Disabled

I have windows 2003 and office 2003.


If I click "permission" there is no option to change
whether recipient can read, forward, print, or copy.
the default is "recipients can read this message, but
cannot forward, print or copy content"

(1) Can I change this option ? Where and how do I change
this ?

(2) Can I remove the the tag "do not forward. recipients
can read this message, ..." ? so that receipient cannot
see this tag ?

1) No. In Outlook 2003 email messages, the only Windows Rights Management
permission options built are the ones you see. To make other options
available, you'd need a Rights Management server in your organization and
custom templates from your RM administrator.
