Permission denied error for application launch of new IE window

Don't know whether this happened as a result of SP2 upgrade but I now seem
to be getting a lot of 'permission denied' errors when an application such
as Money 2005 tries to launch an Internet Explorer window with a given URL.
A blank IE window opens.

The URL remains in the address field so I can the select 'GO' and get the
right web site but I suspect a setting is incorrect somewhere.

How can I launch and go directly to the URL without getting the error?
