Permanently assigning a drive letter to a USB device

I work in a large office most of my machines are XP pro and we use f: as our
fileserver drive, we have many digital camera’s. when you connect them to a
pc via USB, XP assigns them drive f: also.
We have to go into disk management and manually reassign the camera drive
letter every time. Is there a way to avoid this without changing the
fileserver drive letter?
 
Go into computer management (right click My computer and choose
manage, then disk management. Highlight the usb drive and right click
for Cahnge Drive letter. After that when you put it back in, it should
stay at what you have selected. I use 2 usb drives and have copied
shortcuts to the Send To folder, and that is how I can distinguish
between one and another.

have the users map the drive when they logon thru the startup folder
