Permanent CC on all emails

With Windows mail is there a way to make a recipient a permanent cc on all
emails? I know you can with Outlook but we just switched to Windows mail

You can create a mail template by starting a new mail, add all the
consistent content, cc, or bcc>File menu>save as>name it and save it to the
Desktop.
Use that link to send that type of mail.
