Does anybody know if there is a way to get registry
values to be permanant, so that nothing can change them.
I have tried the permissions, but that didn't work, and i
am not even sure that that would have done anything.

Basically, create user accounts that are limited and don't run the
computer in Administrator mode. If you have XP Pro you can use the
Group Policy Editor to fine-tune account permissions very well.
However, since many Windows programs won't work properly in a limited
account, this takes some tweaking. If someone has physical access to a
computer, it can be compromised no matter what the operating system.
Perhaps if you would tell us why you want to do this; i.e., what
problems you are experiencing, we could give you a more specific
answer.
