Perflib service will not start

On system startup, the perflib service will not start with event id 7024
and server specific error 2003. How do I repair this problem?

Jon: I did not see a refernce to event 7024 and Perflib. Did I miss something?

Any one else have a suggestion? I have disabled the service for now.
