Percentage of Records

Is it possible to create a Report or a Query to pull and list only 10% the
Records on each client instead of each and every record?
For example, a client may have 30 records and another may have 70 records
but I want to pull 10% of the records from each (3 and 7 respectively) and
list them in a report.

You can use SELECT TOP 10 PERCENT ... in subquery.
