Windows Vista PDF locking so people cannot copy content.

I cannot create a PDF using any of the standard PDF creation processes (Office or PDF printers) which do not allow people to copy the data from in the PDF and then paste it elsewhere. I can do it if I have Adobe installed but otherwise it is open season. Can anyone tell me how I can create a PDF from a Word document which does not allow the people who get the PDF to copy the data (print and pictures) and use it elsewhere?

There are free PDF creators out there just do a google search for them and find one that fits what you are looking for.
