....to complete PDF forms and save the changes in electronic format. Is
there a freeware version out there please?

You can always set your forms up in html then use one of the bajillion
printer drivers that drops to PDF.

Thats true, but this a published form created by a professional body. All I
can do is fill the form out using Adobe AR and then print off a paper copy -
I can't save the completed form.

Bummer...seen those...state of Oklahoma uses some of those.

To return to the previous suggestion, if you can fill it out and print to
paper, can't you also then just print it to a virtual PDF printer driver so
that your changes print with it to the new PDF document?

Might give this a try....

Tomahawk PDF+ gives you a complete PDF file creation suite right on
your computer. Tomahawk can also be used as an advanced editor for rtf,
txt, tmd (our own format) and other file formats.

Unfortunately, Tomahawk PDF+ can't open a .pdf file, so it doesn't help

Sometimes Acrobat AR forbids that. You can then usually print to a PostScript file and convert
it to PDF using GhostScript.
