When converting PowerPoint slides into PDFs using the PDF converter, is it
possible to eliminate the white border around the document in the PDFs? If
yes, where do I change the settings to make this possible?

Well, I just did a quick test here, and this is what worked for me:

Office Button | Save As | PDF or XPS
Click the Options button
Make sure Slides is selected (I thought maybe it matters if Frame Slides is
selected or not, but it doesn't seem to make a difference.)

OK your way out and click Publish

This gives a full-page PDF. If you're then printing and getting a white
border / edge, that's a printer driver issue -- you need a printer that can
print edge-to-edge. Most desktop-type printers can't.

I don't use PDF converter to convert my presentation to PDF, here is a
tutorial about how to convert your presentation to PDF without PDF
converters, you could have a view.
