PDF Browser Similar to Web Browser

OK, I doubt this exists, but I'll ask anyway...

Is there a PDF progy that allows you to read a PDF file and selectively
modify it like you can do in various web browsers (usually with
extensions)? IOW, get rid of the background image, zap other images,
delete long passages of text, etc.

I've tried various progys, the last being some kind of PDF toolkit, and
none of them work. I also tried FoxIt, hoping it would be more flexible
than Acrobat, but alas, no.

Without some kind of control over PDF files, I'm left with some files that
are incredibly slow to load...usually due to some kind of background
image...and most of the file is ads, rather than the text that I want.
