PCI TV card not recognized

My son reports that he has installed a Hauppauge PVR-150 and also tested
installing a PVR-500 in his Dell P4 system (I do not have the specs at hand
but it is about 1 year old, top of the Dell line when purchased). He is
running XP Home, fully up to date.

When he installs it and powers up, the card is not found. He tried another
open slot and still the card was not recognized when XP powered up. To be
clear on this, the hardware wizard does not even run (in case you felt I was
saying that it found an unrecognized device).

He reported running the hardware wizard in "manual" mode but had no luck -
although I do not have details on that.

I have scanned through messages here with the term "PCI" and I see that
swapping slots is often required and so maybe he needs to be more aggressive
about moving cards around?

I will try to help him with this (to the best of my own limitations ;) ) and
would appreciate any tips from folks here as to why the card might not
trigger a Plug'N Play response - as these cards do on my other computers.

What do the instructions say about installing the card? Does he need to
install software or drivers first, then plug in the card?
