PCI-to-ISA Bridge for Advantech PCM-9375

I am trying to migrate from an Advantech PCM-5820 to an Advantech PCM-9375.
The old 5820 image works as far as the basic computer, video and networking.
But there is no control of the PC-104 and I want to add the driver, PCI to
ISA bridge.

The Advantech driver download provides only the .inf which is included
below. I tried to import with Component designer and got the following
message:

INF Importer could not find any recognizable installation to convert in the
file (path to the .inf).

Is this some kind of "dummy" inf?
What is a "null service install"?
What do I do next?

How about if you
1) boot the target using the build you have now,
2) run the TAP.EXE from the C:\Program Files\Windows
Embedded\Utilities\ on the machine where you have Target designer file
to generate a new Devices.PMQ
3) Import the devices.pmq into your existing configuration?
