PC104 plus card installed but not running

Hello all
My system includes a PC104P SBC & PCI card (CONDOR's Q104-1553-P which is a
special military comunication protocol card).
First I installed XP PRO on the target system and found that the card is
installed & functioning good.
I built 2 components, one for the device driver and the second for the API
(required DLLs) and added them to the image.
In the Embedded OS the problem is that in the Device Manager it looks like
the card is installed properly (is it satisfing?) but it won't run ! It looks
like the card couldn't be initialized.
How can I make sure that the card is installed properly?
What connects between the API component and the card?

Instead of Device Manager you may want to explore the SetupApi.log (under \Windows). It will give you more info about the driver
install.
