Pc won't start please advise

Having some probs with the missus' PC . I want to know if anyone has a clue
what these symptoms are before I take the whole thing apart with a Phillips
screwdriver. Especially if it can be resolved without too much hassle.
I Turn the Pc on , no beep , monitor switches on, then turns off , just a
black screen , not even the bios onscreen. Try to turn the pc off with main
off button on front of case, it will not turn off !? Has to be shut down by
literally unplugging the main power cable.
I have made no recent hardware changes .
I DID remove the tv card using device manager , but did not physically
remove it from the pc , to update the drivers.
I also adjusted the refresh rate on the monitor once I'd installed the new
drivers to give a better performance.
Operating system is Xp upgraded from Me. Voodoo 3dfx video card . Ati-
Wonder tv card.

Oh, and I've tried using a completely different Monitor and exactly the same
thing happens , pc comes on, no beep , nothing at all on the screen ,
monitor keeps restarting on and off.

any help is appreciated !

ok, I've opened the case , and the case fan, ( not the processor fan) isn't
spinning ....could this be the prob - IE - the pc thinks it's not working
and shuts down ?

"Usually" the system only shuts down if the CPU fan isn't
spinning. If the case fan were plugging into the CPU fan's
header (the two fans were using wrong headers per each) then it
could be the problem. The motherboard manual may detail this
"feature", though generally the bios has a setting to disable it,
so the system would turn on, POST, then show the no-fan-rpm
warning and prompt for you to enter bios or continue to boot.

If the fan isn't the problem (disconnect it and then try turning
on system) it's more likely the power supply, next motherboard.
Examine both for failed capacitors (vented, domed, leaky residue)
after unplugging system from AC for a few minutes.

You could also try clearing the CMOS (see motherboard manual for
the jumper location) or pull battery for 10 minutes, either
method while system is unplugged from AC. HOwever it's not
likely to be the problem since there was no hardware changes nor
entry into the case prior to the problem.

Also check that cables and cards are well-seated, the other fans
(including power supply exhaust fan) turn freely.
