PC will not shut down

My PC always shut down completely before I installed
Windows 2000. Now it gets to a "It is safe to shut down
screen" and then goes no further. This makes it so that
you have to manually powerdown. I am sure that this is an
easy fix or setting but have been unable to figure it out.

Install APM (Automatic Power Management) from the
CD that came with your motherboard.
