PC reboots upon XP system inspection

Have tried to installed XP Pro on new PC with new HD, but
immediately after "setup is inspecting your system....",
instead of the blue Windows Setup screen, PC reboots, and
continues in this loop. First boot device set to CDROM,
memory is 256k DDR SDRAM matched to motherboard, Celeron
1.7 mhz CPU, ultra ATA 100 20 GB HD. Have used this disk
to install before and it works fine. Any ideas?
