PC has power, but won't boot; monitor screen blank

System is inoperative; power indicator lights are on,
HardDrive spins, but monitor screen remains blank and
windows 2000 doesn't load ( i assume). the led of the
monitor stays orange instead of turning green on startup.
The led of the hard drive varies - sometimes it keeps
flashing after startup and sometimes the led keeps burning.
cannot boot in safe mode or from floppy etc.

Problem began right after last Windows update (probably
coincidence). have ruled out monitor as problem - a second
monitor on problem pc had same result. cables, cords and
connections have been checked.

is this most likely a power supply problem even though the
pc IS getting SOME power? i have read so many articles and
posts on the internet suggesting a variety of problems
(including a dead motherboard). the criteria for
differential diagnosis has become a blurr in my mind :(

thank you for your time and effort in helping me

Could be video card, power supply, or something else (memory,
motherboard, etc). Does the computer beep at all when it powers up?

Check the power supply outputs with a DVM, plug in a port-80 monitor
card, try a different video card...

[Does anyone make a port-80 monitor card for PCI machines?]

Sounds like video card or connector to monitor has failed.(monitor not
receiving valid video signal)
