pc from holland is in dutch; how to change to english

One of my clients friends (!!) has a pc with XP home (XP
Huiswaarts LOL) she bought to england from holland and
she wishes to change it to be in english. Language
setings have been changed but the menus etc are still in
dutch, they now have the following questions:
1: can it be changed without a re-install and if so how?
2: if it is a re-install presumably it needs an english
install cd and then will ask for the COA key - if the
original dutch key is used will this be acceptable?

No, one cannot use the Product Key of one language version
of Windows XP with a different language version. Your friend
will need to purchase a "full English version" of Windows XP,
reformat the drive and install it "clean".
