Paste Problem

When pasting text into a document where the header and footer are corporate
logo, etc. the pasted text inserts before the header. How can we fix this?

I think we've found the root of the problem. In the document text being
copied the last part/section of the document is a "section break
(continuous)." when the text of the original document is copied but this
section is not included, the past operation works correctly. The moment that
last section is included, the first-page header moves to the end of the
section.

This section is a typically-formatted signature area as you would find in a
legal document or contract with the "proposer" information on the left side
of the page and the acceptance information on the right side. Not being a
Word expert, I don't know how to re-do this section to keep the proper
formatting but remove that section break. (When I remove it, the side-by-side
formatting becomes a stacked formatting, i.e. the proposer signature area
occurs first followed by the acceptor signature area.)

How can I tell our people to format these signature blocks so they don't
cause this past problem?

The continuous section break is because the text is formatted in columns to
get a left side and a right side.

Alternatives to columns would be a two-column table, borderless; or tabs.
The table is probably easier to deal with.
