'Paste' button not active

Hi all,
I need you guys to help me out.
I have some industrial PCs running Windows 2000 (workstation & server). I
often discover that the 'paste' button becomes inactive after running for
some our. I would have to restart two or three times before I could get the
button active.
Please what could be responsible for that and what can I do?

First of all Check for viruses .Resently one virus came
with this symtoms

Other thing is check for CLipboard Settings and timeouts
