password to protect a folder

Not with FrontPage. The FrontPage security model is not granular enough and
only enables settings permissions on a web as a whole and not the various
folders within it.

Yes. Convert the folder to a subweb and set permissions.
(If your host allows it)

No.
If the extensions are properly configured the fpdb folder is protected
against casual browsing by anonymous users, as is the _private folder.

The database cannot be downloaded, even if the anonymous user knows its
name.
