Password Protected Folder in FP2003 Insanity

I would like to password protect a folder on my web for clients only.
All clients would use the same username/password but would only have
"browser" capabilities.

I have tried to set-up the subweb using: File/Open Site/My Network
Places/ Click on www.domainname.com. After opening:
Tools/Server/Administration Home/Create Subweb/Name=clientsonly (same
name as folder/Use same permissions as parent web/Submit.

At this point, I have the problem. When I attempt to highlight the new
subweb, in order to manage users -- it only allows me to change subweb
permissions.

How do I "Manage Users" in the subweb -- sop that I can set up the
"Browser only" permissions for clients?? Any help will be most appreciated.

Does your host allow you to do this? Many don't. You need to contact them.

Some hosts don't want people mucking around on the server, so the host does
the setting up.
