Password Protect

I have a problem where I have set a password protect
option on to an excel 97 file, If I open the file through
excel its prompts for the passord to be
entered.......which is what I want it to do. But if I
open the same file through windows explorer I can simply
open the file without the prompt to enter a password.
Why is that?

Sorry to ask the obvious first, but, are you sure it's the same file?
