My family web sit is hosted through acomhosting.com using
a Windows Server. I have an HTML page in a folder that I
want to username/password protect. I setup the site using
FrontPage because site uses a Windows server, the
extensions are OK. I want to be able to assign users and
passwords to several people, so cannot do that in
FrontPage so will need to do that on the server.
Acomhosting.com have not been able to establish a way for
me to do that in my "Control Panel" where I maintain the
site. Is there an underlying reason they cannot do this?

Because they chose not to allow that option under the FP extensions.

Each web host can chose to allow or dis-allow access to certain function of the extensions. Some may
dis-allow certain function based on the configurations of their servers.

They can't or won't or don't know how? You'll have to ask them.

Ask them if they will do it this way:
