I have an XP home edition notebook. When I s mail and newgroup accounts in
OE, I check the Remember Password box. Password is not saved, I have to
reenter every time.

I only have one user in the computer.

A possibly related problem: when I go to Manage my network passwords, the
box is empty, the buttons are disabled, and there is no add button.

This fix applies to Outlook and other programs that store passwords
in the Protected Storage System Provider sub-branch of the Registry.
It also corrects some issues with Internet Explorer and Autocomplete.
