Password Permissions

I am having an issue with Windows XP clients. We have it
setup for them to change the password every 30 days, but
when they are prompted to do so, they get a pop-up that
says they do not have permissions to change the password.
However, if I have them logon locally, and connect via VPN
(internally) they can change thier passwords no problem.

Has anyone run across this? Any suggestions? I did find
a few articles on this, but aside from programming - which
I can't do - I have been unsuccessful.

run the command line tool gpresult and find out if you apply any password
settings in another policy.
