Password Group Policy

is there a way to set a password group policy at the
container level rather than the domain level? Is there
possibly a 3rd party app to do this?

If you're talking about the account policies, then the answer is no. They
are set only at the domain level.

I think I'm right in saying that the ability to set an account policy at the
OU level was present in a beta of Windows 2000, but it was removed before
the product shipped. I think the idea was to promote the idea that the
domain is a security boundary.
