Password Policy

I am able to create a password policy within Group Policy
Objects (GPO) that includes properties such as minimum
password length, minimum password age etc. However, this
GPO only works when it is created at domain level.
If i try and create a password policy at OU level within
GPO, it does not work.
As i do not want the password policy to apply to all
users in the domain, only specific users, i am having
problems.
Can somebody help?

What you experienced is correct. For DOMAIN users, account policies can only
be configured at the domain level - it has a built in no override. If
configured at the OU level it will only apply to local machine user accounts
for computers in the scope on influence of that OU. --- Steve
