Passive (PASV) Mode Fails

Whenever I enable Passive Mode in Internet Explorer, I cannot connect to an
FTP site in Passive mode. The site supports both Active and Passive modes
and IE will connect fine in Active mode. I know the server and firewall are
configured correctly because ws_ftp connects flawlessly in Passive mode - its
an IE issue. A network trace shows the server is responding to the client
with "entering pasv mode." I see this when capturing traffic on both the
server and the client side, so I know the client is getting the command, but
then there is nothing on the radar after that - no LIST command or anything
from the client.

I saw the identical symptom once on the Microsoft FTP site
when it was probably busy. Workaround was to uncheck
the Passive FTP option. It later worked without any problem
(in passive mode). The only thing that I could detect from
the traces was that there were timing differences on the busy day.

I can't remember if I thought to use RegMon at the same time
to check if there were any potential registry tweaks available.
I won't be surprised if there aren't though; so what we probably
are seeing is the effects of a hardcoded "parameter".
