passive mode option not found from IE advance setting

my pc is running win98 and IE6.
i gonna connect to a FTP server via IE6, I knew that i need to turn on
passive mode option from advance setting page, however, "passive mode'
option not found from IE advance setting, it seem like missing, how can i
enable it? is that possible to do it via modify "regedit"? thanks!
