Partitioning Problem. Please HELP!!

I was expanding the size of my hard drive's primary partition while deleting
the extended partition using Partition Commander 8. While the program
was`working, the power went out and now the system does not boot. I get an
error message:

Windows could not start because the following file is missing or corrupt:
<Windows root>\system32\hal.dll

I tried booting from the floppy and the CD, both work but do not allow me to
get to the C drive. Is there an approach that would allow me to fix this
problem without destroying the data on this drive???
