Partition resizing

Nope! You can get BootIT NG which (AFAIK) if you don't install on the HDD
and just use from the floppy for partition work is free.
Any Linux Live CD will have GParted on, which again is free.

If you want to extend a non-system/non-boot data partition into adjacent
unallocated disk space you can use diskpart. If you want to extent the
System or Boot partition then (using Windows only tools) you have to
destroy the Windows installation in order to do it, you have to boot
with your Windows cd then delete and recreate the partition and then
reinstall Windows from scratch. If you mount the disk in another
Windows XP system then the up and running Windows will treat the disk as
a data disk and you might be able to use diskpart to extend the system
or boot partition, but I have never tried this and I don't know how well
or not that would work, Windows may have hiccups (or a heart attack)
when you attempt to boot it again on a partition resized by diskpart.

As in: "you can use it without paying" which is completely different from
"they don't sell it, they give it away." If you continue to use it, you
should pay for it.

Not at all. You only have to buy a Licence if you INSTALL it on your HDD -
if you just use the floppy, there is no requirement for a Licence.....

I just queried TeraByte Unlimited and you are incorrect.

There is simply a 30-day trial period to be used for trial purposes only.
Any production work that is completed means a full-use license is needed.

Thanks for the clarification. I was just going to ask them the same thing.

MVPs have been recommending that program here for years. It's been
obvious that the "trial period" has been a strong point in their
recommendation.

in the desired sizes, format them, and reinstall everything.

Then they should instigate a Licence requirement for floppy use. I was NOT
asked for a Licence key when creating the floppy - I WAS asked for a
Licence key when installing on my HDD....
