is there a program in windows xp that creates and/or
removes harddrives partiotions?

Your can`t alter the ones you already have created if thats what you mean
but if you add a new hard drive you can create and delete partitions but not
alter them to do that you`d need Partition Magic - but be carefull one false
move and it could be an expensive data recovery job.

I want to delete all partitions on a formatted (blank)
hard drive and create a new one. Is there anyother program
that can do this, partition magic is expensive.
 
In computer management: Disk Manager you can add, remove and format
partitions as well as creating volume sets and lots of other good stuff -
though many features require NTFS.

a new one. Is there a free program that does that, since
partition magic is rather expensive.

Thx, all i need to remove the current partition and create
a new one in fat32
 
In XP, you can use Disk Management to add or remove partitions except for
the partition that XP is installed on.
Booting to the XP CD will let you partition everything.
 
As Ron, said if you boot from the XP CD and run setup from there, you can
repartition your hard drive from there. BootIt Next Generation,
www.bootitng.com is a low priced full featured alternative to Partition
Magic. It also includes a fully featured boot manager. 30 day shareware, so
unlike PM, you can try before you buy.

If this is secondary to your XP drive, then Control Panel - Admin Tools
- Computer Management, select Disk Management and look lower right for
the graphic of the drive.. You can r-click in any of the partitions
(except the one where XP is) and delete; then you can right click in
resulting free space and 'create partition, carrying on to format.

You can only reformat the XP one, using supplied software, as part of
a new install . To resize it, or resize one where you wish to preserve
the current content, needs third party software - I use BootIT NG, from
http://www.BootitNG.com ($35 shareware - 30 day full functional trial)
