Parser Message When Opening Add/Remove Programs

When I try to open Add/Remove Programs I get a Parser
Message thats says Value Creation Failed " at Line 472
Anyone have any ideas? I've never ever seen anything
like this before. I reinstalled Windows, I defragged, I
did a registry clean up, a Scan Disk... everything. I
have no idea. I'm trying to stay away from formatting
and clean rebuild for an issue so stupid.
Thanks--any ideas would be most appreciated.

I tried installing Style XP Update and that didnt fix it
but when I switched back to the Win XP theme it fixed the
issue. Thank you so much. That's great!!! :)
