Paragraph spacing at top of page

I use the "space before" property of my heading styles
to create space between sections of my documents.

When a heading occurs at the top of a page this
space should be omitted, of course (or esle there
would be a silly-looking space at the top of the page,
before the section heading).

Can I make Word automatically omit "space before"
when my heading happens to fall at the top of a page ??

If not, is there some better way to control spacing between
paragraphs.

Word automatically suppresses Space Before provided (a) you have not changed
the Compatibility Options and (b) it is not preceded by a manual page break
or a section break. You can suppress the space after page breaks and column
breaks but not after section breaks (see Tools | Options | Compatibility).
Generally speaking, if a new section is a new chapter, you want extra space
before the heading. If the heading follows, say, a Continuous section break,
then your only option may be to remove the Space Before for that particular
heading.
